RFP for Professional Planning and Environmental Consulting Services for the City of Glen Cove Smart Growth Comprehensive Plan with Sustainability Elements

The City of Glen Cove is situated on the north shore of Long Island in Nassau County, New York.

The objective of this RFP is for the City of Glen Cove to procure the services of a Professional Planning and Environmental Consultant who possesses appropriate qualifications to prepare a Smart Growth Comprehensive Plan with Sustainability Elements.

The City of Glen Cove’s Smart Growth Comprehensive Plan with Sustainability Elements will guide Glen Cove’s investment, development, and growth over the next decade. The plan will update the Master Plan for the City of Glen Cove that was adopted in 2009. The Comprehensive Plan will address Smart Growth principles and the elements suggested by the New York State statutes. The plan will be prepared consistent with the parameters of General City Law §28 and will achieve compliance with the State Environmental Quality Review Act (SEQRA) and General Municipal Law (GML) §239. It will incorporate the requirements of Climate Smart Communities (CSC) Certification Action PE6. Sustainability principles will be integrated into the Comprehensive Plan.

New York State Department of State (NYSDOS) has awarded a Smart Growth Comprehensive Planning (SGCP) grant to the City of Glen Cove and New York State Department of Environmental Conservation (NYSDEC) has awarded a CSC grant to the City of Glen Cove for the plan.

NYS-certified Minority and Women-Owned Business Enterprises (M/WBEs) and Service-Disabled Veteran-Owned Businesses (SDVOBs) are encouraged to participate in this procurement. For this grant-funded project, NYSDOS has  established a 30% MWBE participation goal and a 6% SDVOB goal, applicable to the NYSDOS share of the budget.
